University of Blida 1 Hosts a Training Session on the Preparation and Implementation of the Institutional Project within the Framework of the Twinning Project (IPTICAR)

Saad Dahlab University of Blida 1 hosted today, Wednesday, May 13, 2026, the opening of a specialized training session on the “Preparation and Implementation of the Institutional Project,” which will continue until tomorrow, Thursday. This session is organized as part of the activities of the Institutional Twinning Project (IPTICAR), aimed at supporting the development of research and innovation and strengthening reforms in the higher education and scientific research system in Algeria.

In his opening speech delivered at the lecture hall of the Institute of Aeronautics and Space Studies, the Rector of Blida 1 University, Professor Mohamed Bezina, emphasized that hosting this training session reflects the university’s ongoing commitment to supporting efforts to modernize the higher education and scientific research system, as well as promoting a culture of strategic planning and sound university governance. He also highlighted the importance of the “Institutional Project” as a key mechanism for improving university performance, achieving quality and efficiency, and enhancing the university’s openness to both national and international environments. He stressed the need to adopt modern approaches based on continuous evaluation, innovation, and institutional cooperation.

This training session is part of broader efforts aimed at enabling higher education and scientific research institutions to acquire the skills, methodologies, and best practices related to the preparation and implementation of the “Institutional Project,” considered a modern strategic tool for developing university governance, enhancing institutional performance, promoting innovation, and supporting openness and international cooperation.

The event witnessed broad participation from representatives of higher education institutions affiliated with the Regional Conference of Central Universities, alongside experts and stakeholders in the field of higher education development from the supervising ministry. Discussions focused on several key themes related to building the strategic vision of the university institution, leadership and evaluation mechanisms, performance indicators, quality management, and international cooperation, in addition to developing modern governance models and strengthening a culture of continuous improvement.

The training session also provided a platform for exchanging expertise and experiences among the participating university institutions through discussions on mechanisms for designing a strategic roadmap and practical methods for monitoring the implementation of university institutional projects. These efforts are aligned with the requirements of modernization and institutional transformation and contribute to enhancing the effectiveness of university management and achieving academic and scientific development goals.
