The Vice-Rectorate in charge of Development, Prospective, and Orientation (VRDPO) of the University of Blida 1 is a key player in implementing the university’s development strategy. It ensures the planning, monitoring, and evaluation of investment programs, while integrating a forward-looking approach focused on performance, innovation, and the modernization of university management.

The Vice-Rectorate for Development, Prospective Planning, and Orientation (VRDOP) plays a central role in promoting and managing projects that contribute to the growth and prosperity of Blida 1 University. Our primary mission is to create an optimal and stimulating environment that fosters academic excellence and supports the success of our students.
To achieve this, we oversee construction projects, attract new initiatives, and manage transfers, leveraging the latest technologies to provide essential educational, administrative, and cultural infrastructure.
Our team brings together highly skilled architects, engineers, professors, and senior technicians, making the Vice-Rectorate truly the “lungs” of the university through their dedication, expertise, and commitment. We ensure efficient centralized management of all administrative affairs in alignment with the needs of the university and its academic community.
In addition to our development responsibilities, the Vice-Rectorate also oversees the funding of scientific and research equipment for laboratories and classrooms, in collaboration with the Directorate General for Scientific Research and Technological Development (DGRSDT) and the Directorate for Development and Prospective Planning (DDP/MESRS).
We work closely with all administrative staff to coordinate our efforts toward a shared goal: making Blida 1 University a space of academic and research excellence that serves society and fulfills the ambitions of our students.
History of VRDPO
The VRDPO is part of the dynamic of modernization of higher education in Algeria. Its creation responds to the necessity of providing universities with a strategic body capable of managing development projects, optimizing resource management, and anticipating future needs.
Within the University of Blida 1, it plays a central role in structuring investment programs and in the continuous improvement of university infrastructures.

Our roles
– Collect the necessary elements for the development of the University’s strategic plans;
– Monitor construction projects and ensure the implementation of the university’s equipment and infrastructure programs, in coordination with the relevant departments;
– Conduct prospective studies on anticipated changes in student enrollment and propose measures to support their growth, particularly in the areas of academic and administrative support;
– Maintain the University’s statistical database and ensure its regular updating;
– Prepare information and communication materials on the University’s academic programs and their career prospects;
– Provide students with the necessary information to help them choose their academic path;
– Encourage student awareness and guidance initiatives
