Blida 1 University aligns with reforms for expenditure rationalization and governance enhancement

On Wednesday morning, April 15th, 2026, the Rector of the University of Blida 1, Professor Mohamed Bezzina, participated in a regional seminar held at the Wilaya’s conference hall. Organized by the Blida Court of Justice, the event focused on the theme:

“Rationalizing Public Expenditure: A Lever for Good Governance and Financial Sustainability”

The seminar was held under the patronage of the Minister of Justice, Keeper of the Seals, and supervised by the Secretary General of the Ministry of Justice (representing the Minister). The event was attended by provincial authorities, led by the Wali (Governor) of Blida.


Objectives of the Seminar

The primary goal of this study day was to instill a culture of spending rationalization within public administrations by:

  • Optimizing the use of public funds: Transitioning toward result-based budgeting and performance indicators.

  • Enhancing transparency: Improving the efficiency of financial management across sectors.

  • Knowledge Exchange: Providing a platform to share experiences in streamlining expenditures, particularly operational costs.

  • The Role of Digitalization: Highlighting how digital transformation can reduce costs, improve performance, and ensure the transparency of public procurement.
