This project aims to connect various Algerian universities into a single network. Its primary objective, through the integration of information and communication technologies, is to address the problem of the ever-increasing number of students compared to the number of available teaching places.

This project also enables institutions to:

• Extending the scope of education beyond the classroom, and making it accessible to a theoretically unlimited number of connected learners from anywhere and at any time.
• Spreading education widely according to standards of pedagogical and scientific excellence.
• Making a radical change to the equation of the cost of education, since increasing the number of learners will not lead to a proportional increase in the number of professors, infrastructure or facilities, nor in the capacity to house, feed or transport students.

A distance learning unit was set up in each institution participating in the project.
The 59 university institutions (university, university center, institute) were divided into two groups according to the type of video conferencing equipment they have available.

The Center for Research in Scientific and Technical Information (CERIST) is the main focal point.
The first group, called the transmitting/receiving pole, consists of 13 locations:
(CERIST, CDTA, USTHB, University of Algiers, University of Blida, University of Bejaia, University of Setif, University of Batna, University of Constantine, University of Annaba, University of Tlemcen, ES SENIA, University of Ouargla).

The second group, the future pole, consists of 46 sites.
